Module 5: Assessment for Exit from the ESOL Program

Exit Criteria Grades K-2

Exit Criteria for grades K-2 is a score of proficient on each individual section of the Comprehensive English Language Learning Assessment (CELLA). The sections are Listening/Speaking, Reading, and Writing.

If a student scores proficient on one section of CELLA but not the other, an ELL committee can be convened to determine continued placement in the program. Other test data, such as the IPT, can be used to assist with the determination. If the ELL committee determines the student no longer needs ESOL services, the information is captured on the ELLSEP and the student is exited via an ELL committee. The ELL code on TERMS changes from “LY” to “LF”. The K-2 Chart illustrates the exit criteria for grades K-2.

Exit Criteria Grades 3-12

Exit Criteria for grades 3-12 is based on a combination of assessment scores. The following are exit criteria for grades 3-12:

  • Score of proficient on the individual sections of CELLA, which are listening/speaking, reading, and writing
  • FCAT Reading Level 3 or greater or equivalent developmental score on the Reading Test

If a student meets one measure but not the other, an ELL committee can be convened to determine continued placement in the program. Other test data, such as the IPT, can be used to assist with the determination. If the ELL committee determines the student no longer needs ESOL services, the information is captured on the ELLSEP and the student is exited via an ELL committee. The ELL code on TERMS changes from “LY” to “LF”. The flow chart illustrates the exit criteria for grades 3-9 and 10-12.

Exit Procedures

The school ESOL Contact person, in coordination with the teachers, follows the
procedures listed below to exit students from the ESOL Program:

  • Identify students who are eligible to exit the ESOL Program based on the exit
    criteria.
  • Update the reclassification and exit information on the ELLSEP folder, for exiting students.
  • Complete the Exited Students Form, Class Record
  • Complete the appropriate sections of the ELLSEP folder with the assessment data
    used to determine English proficiency, date, and signature. If an ELL Committee needs to be convened, parents must be invited, and all members of the committee must sign.
  • Provide the school data processor with required exit data.
  • The school data processor enters the required information in the State Database
    (TERMS) on the ELL (A23) screen under Exit Date and Basis for Entry/Exit, and
    changes the ELL code to "LF.”
  • Parents must be notified by the school that the student is exiting the ESOL
    Program. The Parent Notification of Student Exiting from the English for Speakers of
    Other Languages (ESOL) Program is used for this purpose.
  • The student is monitored for two years from the exit date in order to ensure success
    in the mainstreamed classroom. Academic progress is documented at four specific times on the ELLSEP folder. At the end of a successful two-year monitoring period, the student’s ELL code is changed from LF to LZ.
