2: Section #1: Plan Type

Plan Type

In the 2015-2016 school year the average number of excessive absences was 5.04%. By June 2017, Broadview Elementary will decrease the average number of excessive absences by 2% to 3.04%. To attain this goal, Broadview Elementary will implement the following Comprehensive Attendance Plan:

At the beginning of the year, parents are provided with the Broward Truancy Intervention Program Parent Acknowledgement which is the attendance policy. Parents are required to sign and return to the school, documenting thier awareness of the criteria for an excused absence.
Teachers will also communicate the impact of attendance to the academic achievement of students. This information will be communicated at the beginning of the year Open House, SAC meetings, monthly parent nights, parent/ teacher conferences, interim reports and quarterly report cards.
Students with attendance concerns will continue to be referred to the School Social Worker to determine the reason for the absences; district policy will be reviewed and social service/other referrals will be issued as deemed appropriate to ensure regular daily attendance for all students
The school will continue to provide attendance incentives including awards for perfect attendance for each quarter, 100 days and annually.
The school will continue to abide by SBBC Policy 5.5 (Consequences for Nonattendance in Elementary Schools) (on-going)
The school will continue  to adhere to the BTIP Process Interventions for unexcused absences, as follows:045 - BTIP enrollee (5 day letter/appointment)
074 - BTIP participant (release of records to State Attorney's Office)
076 Absences excused (after parent contact/5 day meeting)
SA5 - Student has reached 10 unexcused absences
079 - 10 Day BTIP Letter sent
080 - 10 Day BTIP meeting held

2: Section #2: Purpose of Plan/Projection

Purpose of Plan:

The purpose of the Broadview Elementary attendance plan is to increase student participation in academic program and to further impact student achievement. Our goal is to decrease excessive absences from 5.04% to 3.04%, thus decreasing 2%. In accordance with SBBC Policy 5.5 which states: All compulsory age students (those aged 6-16) are required to attend school every day of the 180-day school year (based on Florida State Statute).  Poor academic performance is associated with non-attendance. Schools will respond in a timely manner to prevent the development of patterns of non-attendance, which can be an indication of early signs of truancy.

 

 

2: Section #3: Strategies to be implemented

Unexcused Absences

In order for an absence to be excused, parents or guardians must contact the school within 48 hours describing the reason for the student's absence or written documentation must be brought to the school upon the child's return.
According to the student handbook, the following steps will be taken in the case of excessive unexcused absences:

  • 3 unexcused absences- The district will mail a 3-day notice. Parents will have 48 hours to respond to the school.
  • 5 Unexcused absences- The child's student number will be released to the State Attorney's office who will send a subpoena to the school for release of student records. A certified letter will be sent to parents. Upon written notification excusing the absences, the process will be stopped and records will not be released.
  • 10 Unexcused Absences- A mandatory meeting will be scheduled with the Area Director of the State Attorney's office.
Other strategies implemented at school:
1. A second emergency contact form will be sent home mid year for any applicable updates such as contact information or addresses.
2. Teachers will attempt to contact responsible party after a third unexcused absence.
3. Our school will continue to implement an incentive for those students demonstrating perfect attendance. This is an award program where students are recognized quarterly.
4. Monthly newsletters to include information that informs parents on the importance of attenance plan and to update parent contact information.
 

 

Excessive Excused Absences
(5 or more in a single month)

Furthermore, if excessive absenteeism continues, Broadview Elementary will follow the BTIP as an intervention as follows:
3 Unexcused Absences: The districit will mail a 3 day notice. Parents will have 48 hours to respond to the school.
5 Unexcused Absences: The child’s student number will be released to the State Attorney’s office who will sent a subpoena to the school for release of student records. A certified letter will be sent to parents. Upon written notification excusing the absences, the process will be stopped and records will not be released.
10 Unexcused Absences: A mandatory meeting will be scheduled with the Area Director and State Attorney’s office.  
 

 

Tardiness

Based on the Broward Attendance Policy:

  • Parents must follow the same protocol for excused absences.
  • Excessive tardiness will be addressed on a case by case basis, this includes late sign-ins and early sign-outs.
  • Habitual tardiness is defined as being tardy 5 times in a marking period.
  • Unless excused under the provisions of this policy, accumulated tardiness will be recorded as unexcused absences.

The classroom teacher attempts to communicate with responsible parties after habitual offenses that impede with academic progress.
A social worker referral will be submitted at the teacher's discretion after 5 tardies.
Teachers will also communicate the impact of attendance to the academic achievement of students. This information will be communicated at the beginning of the year Open House, SAC meetings, monthly parent nights, parent/ teacher conferences, interim reports and quarterly report cards.
 

 

Excessive Early Sign Out

Based on the Broward Attendance Policy:
No student is to be signed out 30 minutes prior to dismissal unless the principal/designee determines it is an emergency.
Excessive early sign-outs will be addressed on a case by case basis to determine if there is a pattern of non-attendance.
Non-attendance for instructional activities is established by tardiness, early-sign-outs, or absences for all or any part of the day.
Unless excused under the provisions of this policy, accumulated early sign-outs will be recorded as unexcused absences (policy F.S 1003.02 (1) (b))

Parents will be provided with a copy of the Broward Attendance Policy.
Teachers will also communicate the impact of early sign-outs to the academic achievement of students. This information will be communicated at the beginning of the year Open House, SAC meetings, monthly parent nights, parent/ teacher conferences, interim reports and quarterly report cards.
 

 

Pattern of Non-Attendance
(Combinaton of the 4 previews strategies)

With our attempt to decrease non-attendance, parents will receive a copy of the student hand book and the BTIP at the beginning of the year. Continuous communication attempts will also be made throughout the year via Open House, SAC meetings, monthly parent nights, parent/ teacher conferences, interim reports and quarterly report cards. Students will be awarded quarterly for adhering to the attendance policy. Parents are also encouraged to update contact information during school year using the student emergency contact card.

 

Chronic Absenteeism

Parents and students are encouraged to adhere to the attendance policy written in the student handbook and the BTIP forms provided at the beginning of the year. Teachers and responsible school personnel will reinforce strategies listed above to decrease chronic absenteeism.
