John Mckay Scholarship Information Parent Guide


The John M. McKay Scholarship Program for Students with Disabilities was created to provide educational options for parents of disabled students in grades K-12 living in Florida.


By participating in the McKay Scholarship Program, your student may be able to attend a different public school in your district, attend a public school in a neighboring district, or receive a scholarship to attend a participating private school.

In order to be eligible for the McKay Scholarship Program, a student must:

  • Be currently enrolled in a Florida public school; and

  • Have a current Individual Education Plan (IEP) or 504 Accommodations Plan; and

  • Be enrolled in a Florida public school at the time of your application; and

  • Meet one of the following attendance requirements:

    • Have been enrolled and reported for funding in a public school for the year prior to which they are applying for the scholarship and enrolled in grades K-12; or

    • Have been a 4 year old pre-kindergarten student who was enrolled and reported for funding in a Florida public school during the year prior to entering Kindergarten and applying for the scholarship; or

    • Have attended the Florida School for the Deaf and Blind during the preceding school year’s student membership surveys (grades K-12)


For Public School Within Broward County


If you wish to have your child attend an out of boundary public school within Broward County,

  1. Review the list of available public schools.

  2. The space at each school is limited and is awarded on a first come/ first serve basis.

  3. The school you request must have a choice seat available and the ability to implement your child’s IEP or 504 Accommodations Plan.

  4. Identification of space on this list does not guarantee an approval.

  5. Choice does not apply to Nova, Charter, or Magnet programs.

Please note if your child requires a cluster or SVE setting, only those schools that have identified that program as having space are available for choice.

The following list identifies schools available for choice for McKay Public School Choice.  Schools are identified by seats available in both general education and special programs.  The school you request must have space for your child in the grade of enrollment and have the ability to accommodate your child's needs as stated on their most recent Individual Education Plan (IEP).  Seats are awarded on a first come, first serve basis. Identification of space does not guarantee approval.                                                                                                       Transportation is not guaranteed and is approved based on route availability from your home to the school requested.  You may submit only one application for public school choice per school year. If you would like to apply for McKay Public School Choice, please complete the Public School Choice application after May 15th. You may also download the application and email it to

Your application will be processed within 30 business days. If you applied online, you may follow the instructions in your confirmation email to log on to the One Click Here to track the status of your application online.

The address you provide on your application must match what is currently on file with Broward Public Schools. Applications reporting a different current residential addresses will not be processed.

If your child is not an active student in a Broward Public School or has never been enrolled in a Broward Public school, please contact the McKay office for application procedures.

 Transportation and McKay

  • To receive transportation, there must be a current route available from your home to the school your child was approved to attend. In the event a route is not available, you will be responsible for providing transportation for your child to and from school.

  • McKay Choice is not approved based on transportation availability.

  • If your public school choice is granted with transportation and you move, you will need to reapply to review transportation availability from your new address.

  • If your public school choice was approved with transportation and your child is dismissed from ESE, your child may continue attending the school, however, they will no longer be eligible for transportation.

If you fail to register at the approved school site by the first day of school or within 10 school days of the date of your approval letter, you will forfeit your Public McKay approval.

If your child is currently attending a private school on a McKay Scholarship and you wish to utilize your public choice option, you must notify the District ESE Department within 30 days of withdraw from the private school.

For Public Schools Outside of Broward County

If you wish to use the John M. McKay Scholarship Program to have your child attend a public school outside of Broward County, you must contact the McKay Choice Office in that county for information about your options. If you are interested in a private school in another county, please follow the instructions below.

If you wish to use the John M. McKay Scholarship Program to have your child attend a participating private school:

Currently, there is not a paper application available for this option. Please visit your local library or City Hall for public access computers. You may also contact the Florida Department of Education at 800-447-1636 to apply over the phone.
Once you have filed your intent, please retain your confirmation number as you will need it to log back in to check your intent status.Your child must meet all McKay criteria at the time of your application. If there is a change in your child’s eligibility, it is your responsibility to contact the District McKay Office at 754-321-3445 or to have the change reflected on your child’s intent.

District Verification Forms for students not properly withdrawn from public school need to be completed by the District McKay Office. Please email these forms to

Funding amounts are determined by the State and are available July 1.You may view a list of participating private schools online. Please visit; click McKay Scholarships; click Private School Directory; Select Broward and click McKay Schools. You will need to contact these schools directly to inquire on tuition, programs, etc.

Once you have chosen a private school, you must register and complete enrollment at that school and formally withdraw your child from their last public school of attendance. Failure to meet these requirements could result in a loss of eligibility in the program or reduced funding. If you chose the private school choice option, you will be responsible for transportation for your student. Please familiarize yourself with the Rules and Regulations of the McKay Scholarship Program.

It is your responsibility to keep your address up to date with both Broward County Public Schools and the Florida Department of Education in order to receive important updates, such as reevaluation notices and district-wide testing.

Your intent for private school is not a valid application for public school choice. Please see the above section for your Public School Choice options and application procedures.
