Research Development & Assessment



Research Development & Assessment is comprised of four data-driven units: Research Services, Student Assessment, Grants Administration & Government Programs, and Diversity & Cultural Outreach.  Although each unit engages in unique activities and has separate responsibilities, staff in these units work together to support the mission of the office of Research Development & Assessment.  All professional personnel have advanced training in research, evaluation, and measurement methodology.  Throughout the year, the office provides knowledge and support that will strengthen decision-making of the Superintendent, the School Board, and District and school-based administrators.  The office ensures the integrity of all data collection activities, and identifies methods and strategies that assist and support student learning.  The office gathers and analyzes data, providing crucial information on student performance and issues of educational quality in Broward County.

Research Services activities include:
procurement of appropriate data to aid the Superintendent and Administration in decision-making;
provision of information on contemporary educational issues;
development, selection, and utilization of appropriate assessment tools, including surveys, for the evaluation of District programs;
annual administration of customer surveys to students, parents, and teachers, including the production of school-by-school and Districtwide reports;
design and execution of studies to evaluate processes and outcomes associated with educational programs and instructional strategies;
monitoring the collection and organization of longitudinal data to determine trends in student achievement and changes in demographics over time;
provision of assistance to schools and departments for interpretation of data and evaluation results;
reporting mandated data requests from the Florida Department of Education, U.S. Department of Education, and other requests from outside organizations and individuals; and
evaluating proposed research collaborations with outside agencies and individuals engaging in research activities within the District.

Student Assessment activities include:
development of system wide student assessment programs;
system wide administration of standardized tests;
production of reports on student achievement data;
summarization of data for school-by-school and system wide trends;
collaboration with Curriculum Department to ensure performance standards, curriculum objectives and assessment practices are in alignment with District goals.

Grants Administration & Government Programs activities include:
disseminate grant funding opportunities from local, state, federal and private sources to schools, Innovation Zones, and district departments;
provide technical assistance, proposal review, editing, budget development, and writing assistance;
coordinate inter-departmental grant proposal development;
submit proposals to funding agencies on behalf of schools and Innovation Zones (including preparing forms, acquiring signatures, and obtaining school board approval);
provide results-driven training to schools, Innovation Zones and departments in grant proposal development, grant financial management, and district grant processes;
maintain a database of all grant proposals submitted and funded in the District;
produce various reports and publications for the School Board, the District, Innovation Zones, and schools;
track federal legislation, appropriations and regulatory actions that affect grant programs operated in the Broward County Schools;
review all grant Board Agenda Items;
assist with budget amendments, program amendments, and no cost extensions;
assist with development/submittal of grant program performance reports to funding agencies;
assist with site monitoring visits by funding agencies;
serve as an advocate for grant managers in identifying and resolving issues that impact grant program implementation in the District.

Diversity & Cultural Outreach activities include:
providing extended learning opportunities to schools through face-to-face and videoconference instructional programs to help increase academic achievement of students across Adequate Yearly Progress (AYP) subgroups;
serving as the District's Liaison to the Diversity Committee and facilitating the activities of the Committee to monitor compliance with the Citizens Concerned About Our Children (CCC) Settlement Agreement;
facilitating the CCC Online Balanced Scorecard to provide ongoing, real-time indicator progress updates for the CCC Annual Report;
developing and implementing programs for middle and high school Human Relations Councils to promote positive school climate;
building and maintaining community outreach partnerships to provide culturally diverse learning opportunities to schools and the community;
collaborating with State and County agencies to ensure diversity and cultural competency are factored into programs and decisions affecting youth and families.
