Title I Requirements

COMPREHENSIVE NEEDS ASSESSMENT of the entire school (including the needs of migrant children) with information about the academic achievement of children in relation to the state academic content standards.
Describe the process utilized to conduct the comprehensive needs assessment for this school.

The percentage of Third Grade students scoring proficient or higher in ELA will increase from 51% to 60% by the end of May 2019 as measured by the ELA FSA.    

The percentage of Fourth Grade students scoring proficient or higher in ELA will increase from 66% to 72% by the end of May 2019 as measured by the ELA FSA.    

The percentage of Fifth Grade students scoring proficient or higher in ELA will increase from 50% to 60% by the end of May 2019 as measured by the ELA FSA.

 

The percentage of Third Grade students scoring proficient or higher in Math will increase from 60% to 65% by the end of May 2019 as measured by the Math FSA.    

The percentage of Fourth Grade students scoring proficient or higher in Math will increase from 69% to 71% by the end of May 2019 as measured by the Math FSA.    

The percentage of Fifth Grade students scoring proficient or higher in Math will increase from 44% to 65% by the end of May 2019 as measured by the Math FSA.

At Coconut Palm Elementary, 96.3% of the teachers are Highly Qualified; Angelica Contreras and Shanteisha Howell , (which makes up 3.7% of the teachers) are not Highly Qualified.

All of the paraprofessionals (100%) at Coconut Palm Elementary are Highly Qualified.

Describe strategies that will be used to attract high-quality, highly qualified teachers.

At Coconut Palm Elementary, teachers are highly valued and supported.  Administration will communicate to potential candidates that there are high expectations; Collaboration with colleagues, knowing subject matter, and being open to new ideas are requirements to be hired at Coconut Palm.   In addition, Administration seeks potential candidates to be ESE certified, or working toward this certification. Administration will assure adequate support to assist with teachers meeting high expectations by: sending teachers to trainings and workshops offered by the District, having School based professional development opportunities, utilizing the New Educator Support System, conducting Professional Learning Communities, and having Support teachers and/or Team Leaders assist and model lessons in the classrooms.  

 

ADDITIONAL REQUIREMENTS - Coordination and Integration

Title I, Part A
Title I funds provide additional teachers to assist students, particularly low performing students.

 
Staff Development funds are used to provide professional training to improve the delivery of instruction and to increase student achievement.  This 2018-19 school year at Coconut Palm Elementary, Title I funds will be used to pay support staff members and team leaders to report to work with administration two days prior to pre-planning week to evaluate data and to assist in developing action plans to make improvements for student achievement.   Furthermore, funds will be used to pay substitutes while teachers attend proffesional development trainings. 

Parental Involvement funds will be used for our Literacy, Math, and Science Title I Family Nights.  The Title I funds will be used to pay teachers/presenters and our Literacy coach for coming to school after regular work hours.   In addition, funds from Title I will be used to purchase refreshments for each parent training/family night. Furthermore, three active parents in the school will have their registration fee paid for in full to be able to attend the Title I Annual Parent Seminar.  

Title I, Part C- Migrant
(Migrant-Title I schools have been advised if Migrant students attend their school)

Coconut Palm currently does not have any migrant students identified.  If the school feels a student may qualify as being a migrant student, the registrar will ask parents or guardians to complete the Migrant Education- Harvest of Hope Identification & Referral Form.   Furthermore, we will collaborate with community agencies to ensure services such as health and nutrition providers; the school will also provide remediation and tutoring services as needed. 

Title I, Part D
Neglected and Delinquent

At Coconut Palm, our school's guidance counselor and the social worker assigned to our school, work closely together.   They identify students who may be neglected and/or delinquent. Our school 's social worker assists in providing support and community resources for families by having parenting classes.   Due to Coconut Palm having a large Hispanic population, the social worker has parenting classes for Spanish speakers.  This is an additional resource provided for parents who may need translations given in order to effectively communicate and to ask for assistance.

Title II
(District professional development)

Teachers at Coconut Palm Elementary participate in district-developed workshops that may be relevant to their teaching assignments.   Administration sends instructional staff members to receive training on the new standards, Balanced Literacy, Canvas, Formative assessments, Informative and Opinion writing, and any other training that helps increase student achievement. Furthermore, administration requires teachers to share by presenting to their colleagues what they learned at trainings.  The literacy coach also reaches out to professional development trainers within the District to visit our school.

Title III
(ESOL)

ELL students enrolled at Coconut Palm Elementary receive reading and developmental language arts instruction by certified teachers.  Teachers at Coconut Palm are ESOL endorsed, or taking classes to add the endorsement to their teaching certificates.  ELLs are mainstreamed, so every teacher is required to list ESOL strategies being used in all subject areas by using the ESOL Instructional Strategies Matrix . In addition, teachers use the Broward County English Language Learners Language Classifications Can Do Descriptors to assist them in providing accommodations for their ESOL students.  Furthermore, ESOL Language Enrichment Camp takes place for 3-5th grade ELLs (after funds are granted).

Title X- Homeless

Teachers and staff members at Coconut Palm Elementary are responsible to help identify homeless students and to refer them to the Homeless Education program (H.E.A.R.T.) offered by the district. The purpose of the Homeless Education Program is to identify homeless students, remove barriers to their education, including school enrollment, provide them with supplemental academic and counseling case management services as well as linkages to their school social worker while maintaining school as the students stable environment.  In addition, if students are identified as being without housing, the school’s counselor may consider the Florida’s McKinney–Vento Program.  Pamphlets are available upon request and questions may be answered by the school’s counselor.   

Supplemental Academic Instruction (SAI)

Coconut Palm does not utilize SAI funds.  However, the school uses the school's accountability funds to do a FSA academic Math and Literacy camp to assist struggling students during the months of October - December.  Funds are used for after school tutoring sessions for fragile students to help prepare them for the FSA.  In addition, the school applies for the grant to do Language Enrichment Camp for ESOL students.  The camp offers intense Literacy and Math instruction for ALL ESOL students in grades 3-5.  The camp begins once funds are awarded to the school. 

Violence Prevention Programs

Coconut Palm Elementary implements the Student Code of Conduct and follows the District Discipline Matrix. Our school enforces the District’s Anti-Bullying Policy and has a zero tolerance for bullying and violence. Bullying prevention programs are supported through classroom instruction, our school's counselor, peer counseling and conflict mediation programs, guest speakers, and student assemblies.  Additionally, Coconut Palm implements a comprehensive character education program that incorporates the Broward County adopted character traits. 

Nutrition Programs

Nutritional programs and health education are an integral part of Coconut Palm's Unified Arts Program, specifically through the Physical Education curriculum taught by our Physical Education teacher and reinforced through classroom instruction. 

Housing Programs

Referrals are made by all teachers at Coconut Palm Elementary to the school's social worker when parents are in need of housing or food.  Additionally, the front office staff takes note of families expressing a need and passes this information on to administration and/or the guidance counselor.  Care packages, community resource information, and any further assistance needed are provided to families in need.

Head Start

Coconut Palm does not currently have a head start program.  If parents inquire about this program , we will refer them to other schools.

Adult Education

Parents and other adults of the community requesting ESOL, GED, or other continuing education programs are referred to our school's social worker and asked to attend parenting classes where further information could be obtained.

Career and Technical Education

Coconut Palm's 5th grade teachers and guidance counselor provide quarterly lessons within the classroom focusing on career and technical education.  Futhermore, all fifth grade students receive instruction through the Junior Achievement Biztown Program and also go on a field trip exploring various careers.

Job Training

Coconut Palm does not have the traditional STEM program.  However, teachers are required to include the Stem Scopes curriculum into their classroom instruction.  In addition, Kindergarten - Fifth grade students have access to the Make and Take area in the Media center where Science, Technology, Engineering, and Math skills are taught in fun and interactive way.  

Other

Coconut Palm currently has Kids Helping Kids program.  It is a mentorship program where students reach out to their peers with needs at least once a week during school hours.  There are quarterly team building activities before and after school where all mentors and mentees participate. In addition , the school has the GEMS (Girls Empowered Through Mentoring and Self Esteem) program.  This is another mentoring program for girls only.  Students are assigned a mentor to talk to on a regular basis .   Students participate in self esteem building activities once a month.   Lastly, Coconut Palm has Play Pals.  This program is run by the Autism Coach for the school and consists of a group of students who have the desire to assist students with Autism.  Students are trained to be sensitive to students with disabilities and are taught various ways to act as a peer mentor.

Coconut Palm Elementary hosts "Kindergarten Round Up" for students who are scheduled to enter the school starting at the Kindergarten level.  This event is held at the end of every school year, and welcomes new parents and students to the school.  Families are able to take a tour of the school, meet the Kindergarten teachers, and ask questions that will prepare their child or children for the upcoming school year.  Furthermore, prior to students starting Kindergarten, they can attend "Meet and Greet" during preplanning week, prior to the first day of school.  This event allows parents and students to see their children's new classrooms, meet teachers, and the opportunity to share any pertinent information with teachers.

The goal of Coconut Palm Elementary is to increase parental involvement in school events to at least 50% for the 2018-19 school year.  All parent involvement activities will include interactive activities and learning opportunities for parents to acquire knowledge on what their child or children are learning in school.  In addition, presenters at all events will suggest ways to implement learning opportunities in the home.
