Title I Requirements

COMPREHENSIVE NEEDS ASSESSMENT of the entire school (including the needs of migrant children) with information about the academic achievement of children in relation to the state academic content standards.
Describe the process utilized to conduct the comprehensive needs assessment for this school.

Prior year assessment date from the Florida Standards Assessment Tests (FSA,) BAS running records, and end of the year tests were collected and organized.  Information was shared to show individual teacher, grade level, and school wide results.  Individual student results were shared via BASIS by classroom teachers for their review.  Close consideration was given to third grade students who scored a level one on the FSA as well as those third grade students who were promoted based on portfolio performance, summer school assessments, and mid-year promotion.  Also those students who scored in the lowest quartile (Grades 4/5) and who have been previously brought up for RtI were also looked at closely.

Teachers analyzed academic achievement results in all core subjects and subgroups including race, gender, economically disadvantaged, students with disabilities (ESE,) English Language Learners (ELL,) and lowest quartile.  Teachers worked in grade level groups to write learning goals and scales to improve student achievement.  In addition, teachers and staff discussed additional areas of need related to improving student achievement.  These included school climate, parent participation, and barriers to learning at home.

Parents are also a vital part of the process.  A parent survey is sent home each spring to gather input concerning curriculum, environment, and communication.  Results from this survey are used to help plan for the upcoming school year.  In addition, parents are invited to meet with teachers and administration to discuss student achievement results and strategies for improving scores,.  Suggestions are discussed with staff and considered for inclusion in school wide plans.

Describe strategies that will be used to attract high-quality, highly qualified teachers.

The district's Talent Acquisition & Operations department, as well as a district level Teacher Recruitment Committee work collaboratively to retain and recruit highly qualified, certified-in-field, educators. Nova Blanche Forman School’s collaboration with the district is evidenced by participation in ‘Experience Broward’ Teacher Recruitment Fairs. Vacancies are filled with candidates interviewed at the recruitment fair and referred by the district's instructional staffing department. Retention of teachers is a top priority of our school. Teachers are cultivated and nurtured at Nova Blanche Forman Elementary School to grow professionally. We retain highly qualified, certified-in-field, effective teachers in our school by utilizing the New Educator Support System (NESS Liaison), Professional Learning Communities (Reading Coach), District Trainings (District Personnel), School-Based Professional Development (Leadership Team / Team Leaders), Teacher Recognition and Incentives (Administration).

 

ADDITIONAL REQUIREMENTS - Coordination and Integration

Title I, Part A
Title I funds provide additional teachers to assist students, particularly low performing students.

Staff Development funds are used to develop a comprehensive professional training program to improve delivery of instruction through a variety of workshops designed to move teachers to mastery and improve student achievement.  Training includes: Florida Core Standards ELA, math and Science, Benchmark Assessment System (administration and Application,) I-Ready utilization and reports for all grade levels.  Also included is Digital 4 and Digital 5 training for grades 4/5 teachers and various technology trainings for other grade levels.  Also, staff development funds are used to purchase books for book chats and Professional Learning Communities.

Parental Involvement funds are utilized for funding academic parent nights that provide parents with new skills to support student learning at home.  Improving the frequency and quality of family participation and increasing family literacy are also goals of our parental involvement component.  Monies are used to purchase foods, supplies/materials, and provide stipends for teacher presenters.  Parent trainings are offered in the areas of Kindergarten readiness, English/Language Arts standards, Math stndards, Science, Florida Standards Assessment (FSA,) as well as technology and next grade level readiness.

Title I, Part C- Migrant
(Migrant-Title I schools have been advised if Migrant students attend their school)

Currently, Nova Blanche Forman does not have any migrant students.  If and when migrant students are identified, collaboration with community agencies will take place to ensure that needed services, such as health and nutrition, are provided.  Remediation and tutoring services will be provided as needed.

Title I, Part D
Neglected and Delinquent

Students identified as neglected and/or delinquent will be connected to a school social worker through the Student Services Department who will provide support and community resources.

Title II
(District professional development)

Teachers participate in professional development linked to improved student achievement in the Florida State Standards.

Title III
(ESOL)

The multicultural department provides ELL materials and works closely with the school's ELL designee to insure that students are getting needed services.

Title X- Homeless

Teachers and staff members are responsible for helping to identify homeless students and referring them to the Homeless Education program offered by the district. The purpose of the Homeless Education Program is to identify homeless students, remove barriers to their education, including school enrollment, provide them with supplemental academic and counseling case management services as well as linkages to their school social worker while maintaining school as the students stable environment.

Supplemental Academic Instruction (SAI)

SAI funds, if available, will be used to provide additional before and after school tutoring for fragile students.

Violence Prevention Programs

Nova Blance Forman Elementasry School implements the County Student Code of Conduct and follows the District Discipline Matrix. Our school enforces the District’s Anti-Bullying Policy and has a zero tolerance for bullying and violence. Bullying prevention programs are supported through Youth Crime Watch, Peer Counseling/Conflict Mediation programs, guest speakers and student assemblies.

Nutrition Programs

Nutritional programs and health education are an integral part of our school, specifically through the Physical Educational curriculum and federal initiatives of the Broward County Public Schools Food & Nutrition Department.

Housing Programs

Referrals are made to the school social worker, when parents are in need of housing or food.  Additionally, the front office staff takes note of families expressing a need and passes this information on to administration and/or the guidance counselor.

Head Start

Nova Blanche Forman does not have a Head Start program at this time

Adult Education

Parents and other adults of the community requesting ESOL, GED, or other continuing education programs are referred to the district's community school for services through our school social worker.

Career and Technical Education

Students participate in Career Day to gain a better understanding of 21st century careers and professions. In addition, all fifth grade students will receive instruction through the Junior Achievement Biztown Program.

Job Training

Nova Blanche Forman does not have a Job Training program

Other

Student Listeners - Selected students participate in the Listener program as recommended through our RtI Process. These listeners are trained through the district to work with students. Nova Blanche Forman also has a mentoring program in which select students work one on one with a mentor to help with personal issues and to build self esteem.

 

Pre-School Transition

Pre-School Transition

To insure a smooth transition into Kindergarten, the following opportunities are provided to assist and welcome incoming Kindergarten students to Nova Blanche Forman:

  • Students who are scheduled to enter the school starting at the Kindergarten level are invited to the Kindergarten Round Up at the end of the previous school year.  This event is held in the spring of every year and welcomes new families to NBF.
  • Parents are able to tour the school, meet the Kindergarten teachers and ask questions to get ready for the next school year.  Packets are sent home for parents to work with their children on basic Kindergarten readiness skills.  Then parents have the summer to put into place strategies learned to ready students for the upcoming school year.
  • Prior to students starting Kindergarten they attend an Open House the Friday before school starts.  This event allows parents and students to see their new classroom, meet the teacher, and learn kindergarten expectations and procedures.  It also allows parents to meet and work with county transportation personnel to best help those children who will be riding the bus up and back to school.

 

PARENT INVOLVEMENT Action Plan

Parent Involvement Goal:
Based on the analysis of the parent involvement data, identify and define an area in need of improvement.

Nova Blanche Forman Elementary schedules flexible meeting times throughout the year to accommodate all parents' schedules. Consistent communication maintained through parent links, school website, updates, flyers sent home, and texting.  Parents are continuously invited to attend school wide activities, academic nights, PTA/SAC/SAF meetings and teacher conferences and meetings.  Nova Blanche is not a neighborhood school and some parents have difficulty with transportation to school meetings/events.  Given this situation, conferences and IEP meetings are offered via phone to help parents keep informed about the progress of their child.  Nova Blanche Forman strives to have consistent communication and parental involvement per Title 1 requirements.

The goal of Nova Blanche Forman Elementary is to increase parental involvement in school events to at least 25% for the 2018-2019 school year.  All parent involvement activities will include engaging activities that offer opportunities to learn about student achievement and available resources.
