School attendance data are provided reporting percent of students with satisfactory attendance, at-risk attendance, chronic absenteeism, and severe chronic absenteeism. The two-year trend allows for comparison of attendance over time and an indication of how strategies implemented to improve attendance are working.

The purpose of this plan is to develop a system of responding to absenteeism and putting interventions in place before individuals reach the "Chronic" or "Excessive" levels. This approach will reduce each category of absenteeism by at least 1%. This system will also help maintain our monthly attendance rate to 95% or greater.

Using our trend data from the 2016-2017 school year, there is a clear pattern of progressive increase in chronic absenteeism with grade level increase. However, the trend data from 2017-2018 is skewed due to an extraordinary amount of absences in the second semester following the Stoneman Douglas tragedy in our zone. Last year's data show an increase across all grade levels and in every category.  Our plan will be to look at our annual trend data of absenteeism, our monthly percentages of attendance versus absenteeism basing calculated information on data in the Data Warehouse School Reports and our data dashboards.

Tier 1 Strategies for Attendance - Address all five core ingredients. Tier 1 is aimed at 100% of students, parents, school staff, and community stakeholders. This is where you cast a wide net. Strategies are general to reach the largest audiences and include all employees and stakeholders.

As part of our attendance plan, the strategies that will be implemented throughout the school year to bolster attendance are aimed at 100% of students, parents, and community stakeholders. Our attendance line phone number is easily accessible on the school website. We have "attendance counts" banners on display thrtoughout the school. We will promote attendance through parent link communications, newsletter publications, and via intraschool promotional vehicles.  During grade-level assemblies and grade-level lunches, we will spotlight attendance information for the quarter and reward students for excellent attendance. Teachers will provide students with information about the importance of being in class every day (connected to academic readiness and future success). We have ensured that all teachers are trained to take attendance accurately and they are encouraged to take attendance in a timely and accurate manner.

Tier 2 Strategies and Interventions to Improve Attendance - Address all five core ingredients. Tier 2 identifies students using early warning indicators to make connections with students and families at the onset of the school year or emergence of patterns of non-attendance. Early warning indicators include prior year chronic absenteeism, 3 or more absences in the first 4 weeks of enrollment, more than 10% of school days absent in any time period from the beginning of enrollment.

- Tier 2 represents between 10-20% of students at all schools in Broward County. This is true at individual schools and across the District.

- Chronic Absenteeism: Absent for 10% or more school days. These absences include excused, unexcused, and suspensions as days of instruction missed.

-Five or More Unexcused Absences: Students will be placed on a contract by the grade level administrator and parent contact will be made. Contract will be signed by parent/guardian and student. School Counselor will be notified.

2: Tier 3 Interventions

Tier 3 Interventions - Address all five core ingredients. Tier 3 is the highest level of intervention and support for students that are absent 20% or more school days during the year.

- At most schools, Tier 3 interventions are utilized for about 5% (or less) of the student population.

Students are expected to attend school every day of each marking period. If a student has accumulated 5 days of absences, e.g. if a student signed out early 5 times, was absent 2 days, was tardy 10 times, and the accumulated minutes equals more than 5 days, the principal/designee will determine whether the student is establishing a pattern of nonattendance. If no pattern is determined, e.g. a doctor’s note for continued physical therapy etc., interventions may be provided. If, however, it is determined that there is a pattern of non-attendance then sanctions may be imposed (see below for possible sanctions). To assist schools in managing and addressing non-attendance, every Monday your school will receive via OptiSpool, a “Pattern-of-Non-Attendance” document that lists the students in your school who have missed 5 days of school. Remember, this is an accumulation of absences (excused unexcused, tardy or early sign-out minutes) that equal 5 days of absences, i.e 1,800 minutes. Review the list weekly and excuse those students who have a legitimate reason for the absence. Follow further directions below for those without a legitimate reason for the absence.
