The Schools Board of Broward County, Florida expressly prohibits bullying, cyberbullying, by or towards any student or employee, under Policy 5.9.  It is one of the nation's most comprehensive Anti-Bullying policies.

To keep it simple, we can help determine if a behavior is bullying by using the acronym RIP:

R - Repeated (more than once) 

I - Imbalance of Power (involve or be characterized by)

P - Purposeful (intent to do harm)

If a behavior meets all three of these criteria, it is identified as bullying per Policy 5.9.
