Construction Services Minor Projects

 

Q: What is the Construction Services Minor Contracts (CSMP)?

 

A: CSMP is a fantastic opportunity for small and mid-size construction contractors and various specialty contractors to contract directly with the District for providing construction services on a unit cost basis for projects ranging from under $10,000 up to $1,000,000 on an as-needed basis.  The construction costs paid to the contractors are based upon R.S. Means’ nationally recognized cost estimating guide.  The CSMP concept has been in place since 2000 and 18 contractors have completed hundreds of projects valued at over $20,000,000 since that time.

 

Q: Do all contractors have to be pre-qualified to bid the CSMP Invitation to Bid (ITB)?

 

A: Yes, all contractors that are required to be licensed under Florida Laws are required to be pre-qualified for any and all ITBs. Pre-Qualification Application

 

Q: Do “subcontractors” have to be pre-qualified?

 

A: All contractors bidding ITBs issued by the District must be pre-qualified.  For example, an electrical contractor responding to the CSMP ITB must be pre-qualified.  In contrast, an electrical contractor bidding with a general contractor and not directly with the District does not have to be pre-qualified.

 

Q: Are contractor licenses required for all categories in the ITB?

 

A: Yes.  All contracting categories in the ITB require contractor licenses.

Q: Are bonds required for this ITB??

 

A: Yes, a bid bond or certified check is required with the bid.  Also, projects estimated to cost $200,000 or more will require the contractor to provide payment and performance bonds in accordance with Florida Statutes.
